15.USC Section 21(c)(5) of the Small Business Act requires each service center to hire qualified small business vendors to provide specific consulting services to clients (see www.apeccp.org.tw/). Hawai`i SBDC Network policy is to pay Contracted Consultants between $50 and $65 per hour. Each year, the state director will inform each center director of their annual consultant budget. Center directors are encouraged to spend their outside consulting budgets fully. Failure to do so, may result in future reductions of that budget item. Center directors must obtain prior written approval from the state director in order to exceed this budget prior to entering into negotiations with a Contracted Consultant.
Contracted Consultants must meet the same minimum requirements (MQs) as center directors, which include experience in consulting and/or small business and must hold an MBA or other appropriate degree. Any exception to this policy, requires prior written approval of the State Director.
The Hawai`i SBDC Network will follow RCUH Employee/Independent Contractor Review Policy 3.225 for every qualified outside consultant.
The following items should be filed with Network Services when requesting approval to retain an outside consultant:
EIC Proposal (if applicable). Approval of EIC proposals is obtained by Network Services.
RCUH Services Contract Under $25,000
Consultant/Personal Services Agreement (SBDC Form 102)
Conflict of Interest Policy Addendum for Professional Contracted, Volunteer and Intern Staff (SBDC Form 303)
