In the following outline of measurements, the numbered items are categories; the solid bulleted items are the actual measurements to be tracked; and the circle-bullets are comments about the measurements.

 

2.1. Asset Utilization Measurement.  Asset utilization is a measurement of productivity.  SBA Federal funds are chosen because that is the base funding, with all other funding leveraging those funds.  The fundamental asset being utilized is that of the SBA federal grant.  The extent to which it is leveraged and services are delivered as a result is the demonstration of productivity.
