2.1. Asset Utilization Measurement. Asset utilization is a measurement of productivity. SBA Federal funds are chosen because that is the base funding, with all other funding leveraging those funds. The fundamental asset being utilized is that of the SBA federal grant. The extent to which it is leveraged and services are delivered as a result is the demonstration of productivity.
Measurement: Total Counseling Hours
Definition: The Total Counseling Hours measurement is a lagging indicator expressed in hours that measures the total number of counseling hours of all cases for the state/regional SBDC for its fiscal year.
Presentation: Data should be presented as an historical trend for at least five years.
Data Source: Data is to be obtained from the state/regional SBDC’s in-state data management system.

Measurement: Continuous Consulting Hours Per Case
See Above. Another lagging indicator similar to the one above, except that it is obtained by dividing the total number of continuous counseling hours by the number of continuous cases and presenting these as an historical trend for five or more years.
Measurement: Consulting Hours to SBA Federal Funds Ratio
This ratio is a leading indicator obtained by dividing the SBA federal grant received by a state/regional SBDC by the total number of counseling hours. It is expressed in dollars. It should be presented as an historical trend for five or more years.
Measurement: Training Hours
Definition: The Total Training Hours measurement is a lagging indicator expressed in hours that measures the total number of training hours of all training events for the state/regional SBDC for its fiscal year.
Presentation: Data should be presented as an historical trend for at least five years.
Data Source: Data is to be obtained from the state/regional SBDC’s in-state data management system.

This comparison is obtained (1) by dividing the SBA federal grant (or, alternatively, the population) for the state/regional SBDC by the total number of consulting hours and (2) then by determining where among the states the SBDC ranks when compared to all of them. Definition: The Total Economic Impact measurements a leading indicator for a state/regional SBDC and is determined from the data in the Chrisman Economic Impact Study
Presentation: As data is built, this measurement should be presented as an historical trend.
Data Source: Data is to be obtained from an independent study commissioned by the state/regional SBDC that will use the data from the Chrisman Economic Impact Study to substantiate a single-figure economic impact from the results of the activities of the SBDC.

Measurement: Total Funding Trend
See Above. The Total Funding Trend is a leading indicator presenting on an annual basis an historical trend of all funds received by a state/regional SBDC over the previous five-year period.
